FEMA CONSULTS WITH THE NEXT OF KIN REGISTRY (NOKR) ON HOW TO DEVELOP A NATIONAL EMERGENCY LOCATOR SYSTEM (HR5441, SEC. 689c.)

New Locator System Vital for Improving Communication in Disasters

Following the Hurricane Katrina Disaster of 2005, Congress mandated that a national emergency family registry and locator system should be created under the Department of Homeland Security to allow people displaced by an emergency or major disaster to reach out to family members.  The system would have to be established by April 4, 2007 in accordance with the law.

The Federal Emergency Management Agency (FEMA) has consulted with the Next of Kin Registry (NOKR) regarding lessons learned post Hurricane Katrina and NOKR’s answer to HR5441, SEC. 689c.

NOKR’s system offers a mechanism for voluntary registration of displaced people over the Internet or by phone, and complies with all laws in place to protect individual privacy.

NOKR’s disaster response service will be available to the general public and is called the National Emergency Locator System (NELS).

Bird flu declared 'Worldwide threat'
NOKR News Update: 10-18-2005

The best comparison to the potential threat is probably the 1918 flu pandemic, which killed some 20 million people worldwide. The death toll in the United States was about 675,000. Today, though, with triple the population, a similar virus might be expected to kill three times as many people. "But these numbers were for a virus that had a mortality rate of 1% or 2%," stressed Dr. O'Toole, "not the mortality rate of 40-50% that we're seeing with today's flu virus."

  NOKR News Update: 9-27-2005

NOKR volunteers are continuing to call back and receive calls from families seeking information on those still missing or unaccounted for during Hurricane Katrina and Rita. If you have found your family, NOKR does encourage you to register yourself and your family in the National Next of Kin Registry Proactively (Click Here To Register). We must all continue to prepare for the next disaster "When" it happens. Safeguard yourself and your family now, dont wait for the next disaster to register, NOKR is secure, private and FREE.

Why should I register myself or my family with NOKR?

By registering with NOKR, you will inform emergency agencies Nationally and Internationally who should be contacted if you or your family member is missing, injured or deceased. Many people think that if they are carrying a driver's license, passport or identification card, authorities will know who their emergency contact is, this identification only indicates who you are not who should be contacted. Often times though, the information is not current or readily available and it becomes very difficult to locate a contact, who will speak for you or your family member when they can’t? NOKR is the solution.

Here are just a few scenarios where your information will be useful.

  • Missing or injured child, adult or senior

  • Accidents while traveling Nationally or Internationally

  • Unconscious person unable to communicate

  • Natural Disasters (Hurricanes, Earthquakes, Tornados, Floods, Tsunamis, Fires)

  • Terrorist Acts Nationally or Internationally

  • Deceased person used to locate a next of kin or point of contact
